The Customized Self-Employment System Development for Texans with Disabilities Initiative addresses the criteria set forth in RFP #53802-10-0005 from the Texas Department of Assistive and Rehabilitative Services. This initiative is a comprehensive effort combing critical resources from: The Center for Social Capital; Griffin-Hammis Associates, LLC; Griffin-Hammis Associates/Essential Learning Online Training; Virginia Commonwealth University; Imagine Enterprises; and Roberts Consulting Services.

This proposal is designed to support and implement the phased development of a financially, technically and programmatically viable system of Texas Department of Assistive and Rehabilitative Services (DARS) for prospective business owners in Texas with disabilities, who require customized employment services and are applying for, or receiving, DARS counseling and services to develop small businesses.

Specifically, this initiative is designed to research, identify and develop an outcome payment model and rate structure for customized self-employment, including: DARS Counselor CRC certification level, online and onsite training and technical assistance; and, intensive multi-certification, online and onsite training for DARS vendors throughout the state of Texas.
